Early childhood development is a crucial stage in shaping behavior, character, and socio-emotional skills. This study examines behavior management in early childhood through the application of rules, consequences, and consistency, based on a literature review of Indonesian national journals. The findings indicate that clear rules function as behavioral guidelines, educational or logical consequences strengthen children’s understanding of cause–effect relations, and consistent application enables behaviors to become internalized habits. The integration of behaviorism, habituation, and social learning theories emphasizes that managing early childhood behavior must be structured, consistent, educational, and grounded in moral and socio-emotional values. The implementation of these strategies not only increases children’s compliance with rules but also fosters responsibility, socio-emotional regulation, the ability to model positive behaviors, and the formation of holistic character. These findings serve as a practical reference for teachers, parents, and early childhood education institutions in optimizing comprehensive early childhood development.
